Duncan,thanks for the response I totally agree that the suspression of faults is vital but wonder if this might not be more effectively dealt with by the provision of education,advice and visits than a system of inspection. A pamphlet and a video on the subject would be a good start.
Picking up on your final paragraph, it has,after all, been hibernation time but with this coming to an end let us hope that our dear leaders realise that being vocal and communicative(as well as listening to the response) is much more important than hiding in the hedge feather preening.
Sorry to be cynical but a push at a stationary object sometimes gets it moving!
By the way are you the other Duncan that pointed out red faces are in order -either way it was a lovely response.
